You should apply for financial aid as soon as you're accepted to the College. The forms are available at every high school and CEGEP in Quebec starting in April. You can also apply online at Aide financière aux études Québec. The application process can take about 8 weeks. Financial aid is not a scholarship. The government will decide the amount of money you may receive depending on your actual financial situation. At the CEGEP level the first $2,005.00 a student receives is in the form of a loan. Following that, if you're still eligible to apply, additional money will come in the form of a bursary. You'll start repaying your loan six months after you finish your studies and when you have a job. There's a no interest as long as you're in school.
